Representative Christopher Cox, President Bush's nominee to head the Securities and Exchange Commission, told a Senate committee today that he would seek to build on the record of William H. Donaldson, the S.E.C. chairman who resigned after business groups complained that he was too heavy-handed....
"My top priority will be the vigorous enforcement of our nation's securities laws," said Mr. Cox, 52.
