WHY WORDS MEAN NOTHING: "Strong condemnations" are no substitute for action, and if the French experience is typical of what is to follow it means the world is willing to speak platitudes and tolerate hooliganism, or worse, mass murder.
This is especially true of the League of Nations, where more than a few of the members smiled contentedly last night, though not for public consumption.
