One would be hard pressed to conceive when we have been less served by a president -- perhaps Nixon fumbling through the White House talking to the portraits in the end days, or Harding worried about his friends, or Wilson invalided by his stroke, or Grant plowed under by corruption, or Andrew Johnson fighting conviction, or Buchanan hiding under his desk after South Carolina seceded. And they had excuses.
