The United States once led the world in the rate at which its citizens finished college; it now falls in the middle of the OECD pack. It could lead again if Americans made a decision to fund higher education the way they chose to fund universal public high-school education early in the last century.
Couldn't your Fund do just as good a job by merely redistributing some of its wealth? Or must the turnips forever redistribute it to YOU?
